Who do I complain to about noise and Nuisance Neighbours.

If the neighbour you wish to complain about is a council tenant you should contact their housing officers who are Pauline Savage and Leslie Gallagher (telephone number 0191 3018580). If the neighbour is not a council tenant I have attached some notes on the subject below. Please do not hesitate to contact us if you want further information or help in this matter.
It is a fact of life that we all make noise, whether we are talking, driving, playing music or going about our daily business. What is pleasurable to one person can cause a nuisance to others. If noise is upsetting your life what can be done?
A Quiet Word
First of all try contacting the person responsible for the noise yourself. It may be that they are unaware of the problem it is causing you and a personal approach may be all that is required, and could be more effective than the intervention of Council Officials. If this is not successful you may contact Environmental Health.
Complaint to Environmental Health..
When we receive complaints, we will contact the person said to be responsible for the noise. This will generally be by writing to them to advise them of the complaint and the legal position, and to ask if they can take any immediate steps to reduce the noise that is causing the problem.....
We will not release the identity of the complainant without their consent.
We will also write to the complainant and ask them to keep and return a noise-monitoring diary for 2 - 4 weeks should the problem continue.
Assessment of Noise Monitoring Diary
On receiving a completed noise-monitoring diary, we will assess whether or not the disturbance reported constitutes a noise nuisance. This will depend on factors such as the level of the noise, how often it occurs and how people are affected by it.
Monitoring Noise
For most complaints, the Investigating Officer will then need to obtain evidence to confirm then noise nuisance identified in the noise-monitoring diary. We will do this by either visiting and witnessing the noise ourselves or by installing noise-monitoring equipment at an appropriate time.
Generally we are prepared to make up to three attempts to witness or record the noise. If no evidence of nuisance is obtained, the investigation will be closed, although we would be willing to investigate again should circumstances change again.
Establishing Noise Nuisance
If evidence of noise nuisance is established by either witnessing or recording the noise, the investigating officer will serve a Noise Abatement Notice on the person responsible.
Where the diaries or monitoring indicate that no statutory nuisance exists then we will not be able to take the matter any further. Householders themselves have the opportunity to take a private nuisance action should they wish to do so. A leaflet is available on this subject.
Monitoring Compliance with the Noise Abatement Notice
Where the person responsible for the noise fails to comply with the noise abatement notice and noise nuisance continues or recurs then the Council will take enforcement action. This may be to carry out works to prevent the noise such as disconnecting burglar alarms or seizing musical equipment. However, this is not always appropriate and in most cases the next step will involve prosecution of the person responsible.
Legal ActionIn taking the person responsible for the noise to Court, the Investigating Officer will need to collate all the evidence obtained during the investigation. This will include evidence in the form of a statement from those people affected by the noise. This will normally be based on the noise monitoring diaries kept during the investigation.
Complainants will often be required to give evidence in Court in order to prove the case.
If found guilty, the noisemakers will be fined and other restrictions to prevent the noise recurring may be imposed.
