IPCC publishes report into the death of Sean Rigg

The Independent Police Complaints Commission (IPCC) has yesterday published its report into the death of Sean Rigg. The IPCC found that officers did not recognise Mr Rigg as a man with mental health problems when they arrested him in August 2008.


The IPCC's independent investigation also found it took Metropolitan Police Service (MPS) officers more than three hours to respond to calls from the hostel, where Mr Rigg was living, who reported concerns he potentially posed a risk to himself and others. The investigation established this was not an unusual delay.

IPCC Commissioner Amerdeep Somal said:

"Mr Rigg's family has demonstrated considerable determination and fortitude in seeking answers to the circumstances surrounding his death and I acknowledge their frustration with the IPCC's investigation.
"Our investigation commenced the morning after Mr Rigg's death but was subjected to delays by the decision to interview the arresting officers under caution and complicated by our lengthy endeavours to obtain medical evidence.

"As I have previously said, clearly there are lessons for the IPCC from the investigation into Mr Rigg's death and I am therefore pleased the IPCC Chair, Dame Anne Owers, will be commissioning an external review of our investigation to identify areas of improvement.

"This will help the overall review of deaths following police contact which is due to begin in September."
